A New Jersey couple kept 276 dogs living in deplorable conditions in their home in the worst “animal hoarding” case in their county’s history, officials said. Ross Licitra, the executive director and police chief of the Monmouth County Society for the Prevention of Cruelty to Animals, will meet with prosecutors this week as investigators consider charges against the Howell Township couple, he said Sunday. The couple is cooperating with the review of the shocking discovery Thursday night at the two-story, 1,880-square-foot Bennett Rd. home, Licitra told the Asbury Park Press.
